Atlanta Regional Transportation Referendum 

REGIONAL TRANSPORTATION REFERENDUM

The Georgia State Legislature passed the Transportation Investment Act of 2010, also known as TIA or TSPLOST in 2010. This act authorized a vote for a new 1-cent sales tax for the Metro Atlanta region, to design and construct transportation projects.  The state was split into 12 regions, and each region is to have a separate referendum for a transportation sales tax.

The estimated amount of tax generated over the life of the Act for the Atlanta Region is about $7.22 billion. The tax will sunset after 10 years or when the total amount has been collected. All funds raised in the Atlanta region will stay in the region and be used to implement transportation projects.

A 21-member Regional Roundtable, comprised of Mayors and County Commissioners, approved a $6.14 billion “Regional Project” list.  "Local Projects" account for the other 15% of the $7.22 billion. Now the decision rests with the voters of Metro Atlanta.  On July 31, 2012, they will decide whether to approve or disapprove a penny regional sales tax to support transportation.

The Regional Referendum and City of Douglasville

The Mayor, City Council and City staff were very active during the development of projects for this referendum.  Douglas County and the City of Douglasville each submitted projects that were included in the final project list:

TIA-DO-010 Dorris Road Multiuse Path Phase II – Prestley Mill Road from I-20 West to Slater Mill Road
TIA-DO-018 SR6 (Thornton Road) from Paulding County Line to Riverside Parkway – Truck Friendly Lanes, ITS, Intersection improvements and Partial Widening

If the voters approve the tax, it will start being collected in January 2013.  15% of the proceeds will be allocated to each City and County in the region for local projects, selected by that local government. The City would receive $756,000 per year and the County would receive $3, 500,000 per year, for 10 years.   On the next page is a list of the City and County locally proposed 15% projects.
